The philosophical foundation of the CBTS Proctor Program is that joint service planning and treatment information sharing among a coordinated treatment team that includes the DCFS Case Manager, CBTS Program Specialist, Mental Health Therapist, Biological Family, and community at large is key in contributing to the success of the youth. The treatment planning process incorporates the CBTS Phases Programming which provides healthy alternatives in a safe environmental setting. This programming will provide Daily Psychosocial Rehabilitative Services by following a curriculum which includes taught activities, consistency in social learning, development of good self-contro1, problem solving, coping, anger management, and social responsibility. A setting of trained proctor families specific to individualized treatment to the youth will also be sought and provided by matching each client in one of our many experienced. and highly trained proctor homes located in the Salt Lake, Davis, and Tooele County areas.
CBTS Programming is based on our P.H.A.S.E.S (Providing Healthy Alternatives in a Secure Environmental Setting) Model which embraces a philosophy of Safety, Self-Development, Permanency, and Outreach. This philosophy is complimentary to the DCFS Practice Model and follows an outline of three natural recurring life processes. The Orientation Phase, Working Phase, and Transition Phase.
Our first three principles--“Protection,” “Development,” and “Permanency”--are encompassed thru our initial Orientation Phase which supports a hierarchy of needs which motivates human behavior. The primary objective during this phase is to provide every youth with a safe, structured, and supportive environment where they have consistent and significant opportunities to learn new skills, maintain and share positive abilities and insights, and experience success in a community based setting. Each case will be assessed differently as an age-stage approach to development will differ as progression and learning experiences occur.
Our Working Phase encompasses daily treatment methods designed to assist each youth with modifying and learning new skills to assist them with healthy interventions in promoting success. “Cultural Responsiveness,” “Service Planning,” and “Partnership” are performed at optimal levels to ensure each youth is treated individually while supporting a planning process to meet the treatment needs in a timely manner.
Our Transition Phase is reached when a youth has demonstrated ownership for choices in regard to self and others. The emphasis in this phase reflects a responsibility on all levels while slowly implementing treatment practiced by the client while planning and tailoring a transition to success.
CBTS inherently strives to help each youth develop the inner resources and skills they need to cope with pressures that might lead to unhealthy and antisocial behaviors. These behaviors will be assessed through weekly progress meetings with an assigned Youth Specialist to monitor, assess and support an ongoing growth process in which all youths endeavor to meet their basic needs for safety, caring relationships, and connections to the larger community, while striving to build academic, vocational, and personal achievement.
CBTS Youth Programming will be achieved through a process that prepares each client to meet the challenges of adolescence and adulthood through a coordinated, progressive series of PRS activities and experiences which help them to become socially, morally, emotionally, physically, and cognitively competent. CBTS will address the broader developmental needs of youth, in contrast to deficit based models, which focus solely on youth problems.
